Batman #1 All-American Comics # 19 (Second Panel) And there was something about that sixth panel as well that seemed familiar so I dug through Batman #1 and found... Panel Three

^^^^ A couple of the people inn the lower right of that Superman cover look like they were drawn by Kurt Shaffenberger. They must've come in to root for fake Captain Marvel.
