Definitely a Don Rosa Donald Duck day-in-the-life story, but I'm not sure which. Those adventures make me laugh out loud like nothing else.

That's a toughie. Can't says I could narrow that down without a LOT of research and strolling down memory lane. But let's see if I can bring a few to mind...
GROO THE WANDERER (whole lotta issues of that)
SALLY FORTH (Wallace Wood)
THE ADVENTURES OF TINTIN (quite a few of these, too)
JANE'S WORLD (no particular issue comes to mind, more the whole series off and on)
LUCKY LUKE (Western-- from Belgium!)
LIBERTY MEADOWS (too many funny scenes to mention)
MAD (both the Harvey Kurtzman & Al Feldstein runs)

Probably an issue of Ambush Bug, but I can't think of one standing out from the others at the moment.
I'm tempted to look up an issue of Herbie just for a single panel, where some character (perhaps Herbie himself) gets blasted to the moon or another planet and there's some kind of welcome sign, or you-are-here type sign, and it reads "Elevation: Plenty, Jack". The whole issue was great, but that panel is one of the most memorable in my comics-reading life.

In terms of pure, stupid humor I think it's Scurvy Dogs. It's a black and white comic from Ait/PlanetLar about pirates. Who do the obvious things like fight future space vikings but also go on dates, form boy bands, have job interviews.. "So it says here your home address is... 15 paces from Hangman's Tree, Due North, and your maritial status is... "To the Sea." How nice for you." "The cow says TRUE" "Arrr... Those Funyuns were to be me lunch." "4 doubloons? The oldest Portugese leper trick in the book!" *later* "How much did we make?" "Four Doublooms, Captain." "Did I say Portugese? I meant... um... Greek." "That's the other half." "Now you can't always fit an entire emu in the microwave..." That wasn't a mermaid, it was my pet manatee (Scroll down a ways) Ok, but I promise the three people who have read this are rolling on the floor right now.

Single is hard; a few of the greats:
Epicurus the Sage, Vol 1 & 2-had me busting out laughing, out loud.
Bone-The Great Cow Race-gut bustingly funny.
Cerebus: High Society-the opening issues and the convention.
Lethargic Lad-most of the series, really; the origin stuff is pretty damn funny, with Adam West.
JLI #8-"Moving Day." Probably the single funniest issue of a very funny run
What If #34-What If Goes Crazy-love the "What If Alpha Flight talked like tv Canadians?" where they all talk like Bob & Doug McKenzie
Hembeck's stuff from the Fantaco volumes
Spirou & Fantasio-take your pick
Instant Piano #1-The Eltingville Comic Book, etc, etc.."
FF #176-Impossible Man invades the Marvel offices!
X-Men Annual #7-Impossible man's Scavenger Hunt New Mutants Annual #3-Impossible Man vs Warlock
Damage Control-both minis.
Tag & Bink are Dead-riotous Star Wars humor
Patty Cake-take your pick
Any number of Barks stories
Terry Laban's Eno & Cud were filled with great ones.

Funniest ever? Hm, yeah, I always find it hard to answer these kind of "ever" questions, because I know in a few days or months or whatever I'll remember something else... Anyway, besides some of the stuff already mentioned (Groo, the X-men and New Mutants annuals with Impossible Man...) here's a few I've always enjoyed: DC Comics Presents #59 - the story mostly involves the Legion of Substitute Heroes vs. Ambush Bug. Very funny all the way through. Franklin Richards, Son of a Genius - any one or all of them; basically it's Calvin & Hobbes set in the FF universe, always cute and usually pretty darn funny. And since codystarbuck mentioned the all-humor issue of What If? (#34), I have to say that the absolutely funniest bit in there is Roger Stern's "Spidey Intellectual Stories" (2 pages that are funnier than the entirety of Action Philosophers if I'm being honest).

I'd have to go with either some Milk & Cheese strips, Sam & Max: Freelance Police, or Nextwave.

Multiples have delivered guffaws for me:
Hembeck Groo Cerebus with The Roach parodies Carl Barks/Don Rosa Ducks comics Not Brand Ecchh Archie Comics Badger (Baron can be hilarious at times writing Badger/Ham the wizard stuff) and anytime Badger teams with Nexus and Judah the Hammer is guaranteed to make me laugh and smile. Pogo Stig's Inferno Boris the Bear
