I'm almost certain that panel is from an issue of All-Star Squadron. I think the artist is Arvell Jones. That is actually also very likely. I only have a few of the later issues drawn by Mr Jones.

Thanks for a very lively discussion about Air Wave and others and I had to make some adjustments to my list and dropped Amazing Man from the running. Because of Commander Steel and Amazing Man, I may have to readjust my Silver Age List again. It will take some time and I'm planning on working that today and tomorrow to re-think everything.
My 5th 2 for 1 is coming up!

#20 Bulletgirl and #21 BulletmanAlter Egos: James "Jim" Barr (Bulletman) and Susan Kent-Barr (Bulletgirl) As for Power Couple of the Golden Age of Heroes - I consider them one of the top two along with Hawkman and Hawkgirl. Having said that I just loved their costumes with the distinctive bullet helmet that allows them to fly and defect bullets. Their simple red and yellow costume is streamlined, aerodynamic, and very attractive back in those days. Very Classy and quite appropriate costumes. I consider them a winner in my book.

My 5th 2 for 1 is coming up! Amazing Man and Commander Steel are both too late to be considered Golden Age. More Bronze Age, I think, though a lot of people consider anything after 1980 to be too late even for that (Amazing Man was created in 1983).

I thought this looked better than the original until I realized that the red legs/boots look obscure one important detail - Plastic Man doesn't actually have toes. Wait, what? Is that canon? I always just assumed Plastic Man wore a leotard with nude/flesh-colored tights the way a gymnast or circus performer would. This would obscure his toes. The idea that he doesn't "manifest" toes because he doesn't need them sounds very modern to me, and I would be surprised if this was in fact Jack Cole's intent. Do you have a cite?

Actually, it never occurred to me that any of the apparently bare legged superheroes (ie. Wonder Woman, Robin, Al Pratt, etc) might be wearing flesh colored tights. I suppose it's possible, but it would seem odd for Plastic Man to do so considering that either he's running around on bare feet which have been turned to plastic and can therefore stand up to the wear and tear that he subjects them to, or that he's simply running on plastic feet covered by a stocking without shoes or boots.
I admit that given that he has fingers, it stands to reason he'd have toes, but for whatever reason, I don't think he does (or chooses not to in the same way he alters his face when he's not Eel O'Brian.

#19 Doctor OccultAlter Ego: Richard Occult Clean, Simple, Elegance, and he's reminds me a lot like Dick Tracy in Style. You just can't go wrong with Doctor Occult. I like him in Sentinels of Magic and All-Star Squadron. He also served a short time in the Justice Society of America - but I just don't recall any of his adventures there. Of all the trenchcoats out there he was the best of the best. Dick Tracy Below

Any connection he had to them is a modern retcon.
