I do not know, but I'd guess the device calls her in case of a very, very, desperate situation. (I guess Fury had full confidence in the Avengers back when Loki attacked New York!)
How do we know he never used it before? He could have sent messages earlier, only to later send her a message "Never mind, we fixed it."
That's a great no-prize worthy explanation! (Do they still give no-prizes?)

Sounds like Captain Marvel 2 is finally starting to come together for a 2022 release.Disney Plus show WandaVision staff writer Megan McDonnell is said to be closing her deal to write the script and they are apparently looking for a female director to replace departing co-directors Anna Boden and Ryan Fleck, who are said to be staying in Marvel Studios for another project.

MODOK or Scorpion should be the villains. Or both. Didn't they fight her in the comics?

Scorpy was her 1st/2nd issue foe, but never really seen again. M.O.D.O.K. she faced off against over a several issue run. Problem is that her original series was so short lived that she never really developed her own set of villains. Deathbird/Shi'ar might be better fit if the story continues with her having been in space helping the Skrull refugee's finding a new home.

Deathbird/Shi'ar might be better fit if the story continues with her having been in space helping the Skrull refugee's finding a new home. I am all for using Guardians of the Galaxy and Captain Marvel to introduce the Shi'ar and Starjammers so that finally Dark Phoenix can be done right.

So Disney may have to make a little side deal with Sony to use him.

Honestly, MODOK isn't really associated with any particular hero, as a quick check of the Complete MODOK reading order. should prove. I kind of assume that since we're on the CLASSIC comics board you meant Captain America (where he first appeared) or maybe Iron Man, but Modok's been more of a Hulk villain in the last couple years. And his best appearances are out of continuity. And since MODOK is obviously leading man material, he was given his own mini-series. Twice. Which is the approximate # of solo series featuring all other Iron Man, Captain America, and Hulk villains combined. Clearly MODOK is far too Much Organism for any one hero. So, in conclusion, MODOK absolutely needs to be the villain of CapMar2, or we should all boycott. And, hey, even if MODOK was associated with a specific hero, it ain't like the movies have been shy about having (primarily Thor villain) Ego fight the Guardians of the Galaxy or letting Ant-Man and the Wasp borrow a ghostly enemy from Iron Man.

With the Hulu MODOK series on the horizon, I doubt we'll be seeing him in live action anytime soon. So sad for the MCU, win for animated comedies.
